Description/Duties
Teslin Tlingit Council is inviting covering letters & resumes for Assistant Finance Director

This is a full time term position

Reporting to the Director of Finance, the Assistant Director is responsible for assisting with budget preparation, monitoring and reporting on budgetary performance, analysing performance and making recommendations for improvement, ensuring appropriate controls are in place, leading the coordination of the annual audit process, leading activities associated with tax reporting and supporting relevant financial training activities across TTC.

Job Knowledge & Main Duties


Financial Planning and Performance:
  • Establish/maintain processes, procedures and controls to ensure budget, and tax compliance
  • work with Senior Managers in departmental financial activities, taxation policies and strategies, cash flow, and accessing financial resources and capacity

Strategic Planning:
  • assist in development of departmental annual goals and objectives to inform development of the annual work plan, and monitor and follow-up on action items
  • operationalize plans for cash management, investment of funds, negotiation for borrowing funds and administration of loan repayment

Policy, Procedure, Legislation and Regulations:
  • attend bi-weekly senior finance management meetings, and Board Meetings
  • familiar with financial policies, procedures, applicable legislation and regulations and consult with Director on development of policies and procedures

Control Systems:
  • identify management information needs and lead use of financial accounting control systems
  • lead annual audit requirements

Working cooperatively and mentoring staff in other TTC Departments:
  • develop/present financial workshops on finance procedures and policies
  • improve financial systems in department

Negotiations – Attendance and Preparation of information:
  • Financial Transfer Agreement, banking/contribution agreements and reporting requirements

Education/Experience/Knowledge:
  • Professional accounting designation and minimum of 4 years’ work experience
  • financial planning/audit preparation/analytical capability/supervisory experience
  • general office practices and procedures
  • planning, managing, organizing, and controlling financial programs
  • TTC agreements and self-government plans

Skills:
  • Management: negotiation, conflict resolution, human resources, accuracy, time management, ability to multi-task
  • Interpersonal: willingness to learn/share, excellent oral and written skills, work in a team, maintain confidentiality, cross cultural awareness
  • Equipment/Software: Microsoft/Excel/ACCPAC, facsimile/photocopier/phone/calculator

Positions Supervised: Finance staff in collaboration with Director of Finance

Working Conditions: Critical deadlines, and travel 15-25 days per year

Conditions of Employment: Class 5 Driver’s License, and willing to work occasional evenings/weekends
