Reporting to the Executive Director, the Director of Natural Resources has overall responsibility for the long-term strategic planning and annual work-plans of the Department, TH Statutes, Policies and Procedures relating to Natural Resources, Lands, Fish and Wildlife, Land Use Planning, Land Registry and administration, Special Projects including long-term Remediation Sites, Evaluation of external Land Development Applications and YESSA Responses, GIS / Mapping, Monitoring, protection and preservation of TH Lands and Natural Resources through the Land and Resource Officers and Fish and Wildlife Steward, and the ongoing measurement of impacts on TH Natural Resources caused by external developments and activities. This position is essential to the advancement and implementation of the Final Agreement, which significantly relates to lands and natural resources. The Director supervises the Lands and Resources Branch and the Fish and Wildlife Branch, as well as the Senior Administrative Coordinator and the Policy Analyst. This position is also responsible for overseeing the Department Records Management System and related integrated Database, and for overseeing funding proposals and contribution agreements. This position is extensively engaged in intergovernmental meetings, discussions, and negotiations, and also remains highly engaged with TH citizens through services, consultations and updates.

An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full-time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:
  • Post-Secondary Degree (preferably a Masters) in Environmental Science, Environmental Engineering, Natural Resources or Land Use Management or a similar field of study, combined with 3-5 years’ experience working in a senior level position in a related area. Or an equivalent combination of education, knowledge, skills, and experience may be considered.
  • Experience developing and implementing strategic plans, annual workplans and budgets.
  • Experience with financial management, including budgets and resource management, working with funding agencies and associated requirements.
  • Experience conducting negotiations and managing conflict / mediation with strong problem solving and risk management abilities.
  • Ability to plan, direct, develop, implement and evaluate projects, programs, policies and procedures.
  • Experience working at the senior management level including the ability to direct, supervise and evaluate the performance of personnel.
  • Demonstrated research abilities along with proposal, report, and letter writing skills.

  • Knowledge of, or willingness to learn, Tr’ondëk Hwëch’in government structure, culture, traditions, history, demographics, family structures and socio-economic dynamics, challenges and aspirations.
  • Knowledge and experience of practices and procedures associated with working within a First Nation Government.
  • Excellent communication skills, both oral and written.
  • Ability to motivate others to work effectively in a team environment.

Conditions of Employment:
  • Criminal Records Check.
  • Standard First Aid and willingness to take Advanced Wilderness First Aid within 6 months of start date.
  • Valid Class 5 Driver’s license.
  • Incident Command Systems training 100 & 200.
  • TH101 cultural awareness training.
